Monaco has introduced new legislation designed to safeguard the historic character of Monaco-Ville, with measures aimed at preserving its residential community, traditional businesses and architectural heritage…
Law No. 1.598, dated October 16, 2026, was published in the latest Journal de Monaco, establishing a special legal framework for the Rock, one of the Principality’s most historically significant neighbourhoods. Amongst its provisions is a State right of first refusal over certain property and commercial transactions, potentially allowing the Government to intervene when qualifying premises are offered for sale.
The measure is intended to help protect the area’s distinctive identity and maintain a balance between residential life, commercial activity and heritage conservation. However, the legislation should not be interpreted as a blanket restriction on property sales. The State’s powers are subject to specific legal conditions, and not every transaction will necessarily fall within the new arrangements.

Three Sovereign Ordinances, numbered 12.205, 12.206 and 12.207, were also published to implement different sections of the legislation. The new framework reflects Monaco’s efforts to preserve the character of its historic centre while addressing the pressures associated with property ownership and commercial development in the Principality.
