A delegation from Monaco’s National Council, led by President Thomas Brezzo, participated in the 17th edition of the Conference of Presidents of Parliaments of Small European States, held in Malta on Thursday, September 26 and Friday, September 27.
Established in Monaco in 2006, the conference brings together representatives from nine small European nations — Andorra, Cyprus, Iceland, Liechtenstein, Luxembourg, Malta, Monaco, Montenegro, and San Marino — to discuss shared concerns and foster solidarity.
This year’s discussions focused on three critical issues: climate change, multilateralism, and migration. Brezzo, accompanied by Vice-President Jean-Louis Grinda and Fabrice Notari, President of the External Relations Committee, emphasised the importance of small European states defending their common interests while respecting their unique characteristics. He advocated for a unified voice in international forums and proposed the development of new parliamentary synergies, including improved communication strategies to amplify the voices of smaller nations.

Additionally, Brezzo and Andorra’s President, Carles Enseñat Reig, announced the formation of a Monaco-Andorra friendship group to strengthen ties between the two countries, set to take effect in the coming weeks. Bilateral meetings were also held, notably with Andorra and San Marino, focusing on their ongoing negotiations with the European Union. Monaco’s delegation shared insights on conducting impact studies to assess the economic and social implications of potential agreements.
