Monaco has introduced a comprehensive new legal framework for sport following the National Council’s approval of Bill No. 1,088 on Thursday, November 5. The legislation aims to make sporting activities more accessible, safer and better regulated across the Principality.

The reform establishes clearer responsibilities for public authorities, sporting federations and associations, whilst promoting participation, fair play, education and the Olympic values. It also strengthens measures against doping and improves medical supervision for athletes.

Among its provisions is a new ‘sport label’ for associations, designed to encourage the sharing of facilities and equipment. The legislation also seeks to balance public access to sporting activities with the challenges of Monaco’s limited space.

High-level athletes will benefit from greater recognition and the introduction of sporting leave, helping them balance competitive commitments with professional responsibilities.

Additional safeguards cover sporting events, facilities, paid coaching and the activities of sports agents, with greater emphasis on safety, qualifications and transparency.

Developed through consultation with sporting organisations and the National Council, the legislation represents a significant step towards modernising Monaco’s sporting environment, providing clearer protections for athletes and opportunities for participation at every level.
