Monaco has marked the tenth anniversary of the Saint-Denis Convention, a European agreement designed to improve safety, security and spectator services at football matches and other major sporting events…
The anniversary brought together European experts to assess progress since the Convention was established in 2016, with Monaco among its first three signatories, alongside France and Poland.
Speaking to Monaco Info, Fabien Vaqueta, Monaco’s sporting event security coordinator, explained how the agreement has strengthened the Principality’s ability to combat hooliganism and disorder.

Its provisions have helped introduce specific offences into Monegasque law, covering the use of pyrotechnics, discriminatory banners, unauthorised entry onto playing fields and alcohol-related disorder around sporting venues.
Vaqueta highlighted the importance of cooperation between Monaco’s police, the Department of the Interior, AS Monaco, private security companies, French police and railway authorities in managing potentially high-risk matches.
For spectators, these measures are intended to create safer environments, particularly for families attending sporting events.
The anniversary celebrations concluded with a reception at the Oceanographic Museum, where further countries, including San Marino, signed the Convention, reinforcing international cooperation on sporting security.
