The Prince’s Government has submitted a new bill to the National Council aimed at updating the legal framework governing crypto-asset service providers, responding to the rapid growth of the sector in recent years.
Bill No. 1131, concerning the regulation of crypto-asset service providers, was formally submitted to the National Council on August 6, 2026. The reform is intended to bring Monegasque law in line with developments in the crypto-asset sector while maintaining the highest standards of financial security and compliance.
Reflecting Monaco’s international commitments, the bill draws on the European Union’s Markets in Crypto-Assets Regulation (MiCA) and takes into account standards set by the Financial Action Task Force (FATF). It is designed to replace the regime established under Law No. 1.528 of July 7, 2022, which has become outdated in light of the evolving European regulatory landscape.
The new framework takes an approach tailored to Monaco’s specific context, clearly defining which crypto-asset services may legally be offered within the Principality. That strategic choice reflects a broader effort to preserve the integrity, stability and excellence of Monaco’s financial centre, while still allowing room for the development of activities compatible with its economic environment.
The bill also sets out the professional obligations that will apply to crypto-asset service providers, covering areas including governance, prudential requirements and conduct standards. Operating in this space will require prior authorisation from the Commission de Contrôle des Activités Financières (CCAF), granted following review by the Autorité Monégasque de Sécurité Financière (AMSF) and the Agence Monégasque de Sécurité Numérique (AMSN).
As part of the reform, the bill expands the CCAF’s mandate and broadens its powers to ensure compliance with the new framework and help prevent potential illicit activity.
Through this reform, the Prince’s Government aims to offer businesses looking to develop crypto-asset services in Monaco a legal framework that is clear, rigorous and secure, in line with international standards while remaining tailored to the specifics of the Monegasque model.
Subject to approval by the National Council, and any adjustments made during the legislative process, the new framework will be further supported by implementing texts detailing how it will be applied in practice.
