The long-running legal battle over Monaco’s Esplanade des Pêcheurs development returned to the Supreme Court on Tuesday, November 3, with the State seeking to overturn a compensation award of almost €137 million to developer SAM Caroli Immo…

As reported by Monaco-Matin, businessman Patrice Pastor has joined the proceedings as a third party, supporting the State’s attempt to reopen the case amid allegations of corruption surrounding the original judgment.

The dispute dates back to 2017, when the Government abandoned plans for a major development at the entrance to Port Hercule. In 2020, the Supreme Court awarded Caroli Immo €136.992 million in damages, plus interest.

A subsequent agreement revived the possibility of a smaller project, but further legal challenges followed. A criminal investigation initiated following a complaint by Pastor has since resulted in proceedings against former Supreme Court president Didier Linotte and former Palace lawyer Thierry Lacoste. Both contest the allegations.

Pastor’s lawyer, Antoine Vey, told Monaco-Matin that his client’s position aligns with the State’s and questioned whether the court should rule before the criminal investigation concludes.

The case carries significant financial implications for Monaco, with the disputed compensation potentially placing a substantial burden on public finances.
