The Prince’s Government has reorganised its digital services with the creation of the Délégation Interministérielle au Numérique (DIN), under a Sovereign Ordinance published today in the Journal de Monaco.
The new body replaces the previous Délégation Interministérielle chargée de la Transition Numérique (DITN).
Minister of State Christophe Mirmand said digital technology is no longer a transition but an essential function of the State and a lever for transforming how public services operate. He said it now sits at the heart of public service continuity and quality, as well as the Principality’s security and sovereignty, and that the new Delegation gives it an organisation matched to that importance, built to support Monaco’s digital development over the long term.
The DIN is responsible for designing and proposing the State’s digital policy, as well as overseeing its implementation and monitoring, including launching a strategy for developing artificial intelligence within the Administration.
It coordinates three specialised operational Directorates:
The Direction du Développement des Services Numériques (DDSN) rolls out new digital services for civil servants, State employees and the public, manages their ongoing development, and supports users in adopting them.
The Direction des Infrastructures et Systèmes d’Information (DISI) ensures the State’s infrastructure and information systems remain operational and secure.
The Direction des Services de Confiance Numérique (DSCN) brings together and structures the State’s expertise in digital trust services.
To separate operational functions from regulatory ones, the Government will shortly create a distinct service, placed directly under the authority of the Minister of State, to take on the regulatory functions currently carried out by the Direction des Plateformes et des Ressources Numériques (DPRN), which will be dissolved.
Pascal Rouison has been appointed Interministerial Delegate for Digital Affairs. He will be joined by Georges Gambarini as Director of Digital Services Development, Jean-Charles Harlé as Director of Infrastructure and Information Systems, and Fabien Giraud as Director of Digital Trust Services.
