The Prince’s Government has announced a major overhaul of Monaco’s state-owned housing allocation system, introducing a more personalised application process designed to give Monegasque households greater choice while reducing waiting times…
Presented on Friday, October 23, the reforms will allow applicants to select and rank apartments from a list tailored to their household circumstances, financial resources and housing requirements. Preferences such as location and apartment orientation will also be taken into consideration.
Finance and Economy Minister Frédéric Cottalorda explained that the government aims to increase the frequency of allocation committee meetings to three annually, helping reduce the time properties remain vacant between tenants. Faster refurbishment and reallocation of returned apartments are also priorities.

A new digital platform, developed jointly by the Housing Department and the government’s digital services, will support the process. Applications can be submitted throughout the year, with housing officials remaining available to assist those requiring personal guidance.
Allocations will continue to consider a points-based assessment of applicants’ family, housing and financial circumstances, alongside their stated preferences. The online service launches in November, ahead of the first allocations in early 2027.
The reforms support the government’s ambition to accommodate 75 percent of Monegasque households in state-owned housing by 2040.
