The dispute erupted after Minister of State Christophe Mirmand delivered a firm response to the Finance and National Economy Committee’s report, presented by Franck Julien. Mirmand reminded councillors that the Government receives its strategic direction and authority from Prince Albert II, stressing that it is not constitutionally accountable to the National Council.
The remarks prompted National Council President Thomas Brezzo to adjourn proceedings, postponing the debate until Monday. Speaking at a press conference on Thursday, Brezzo criticised what he described as the Government’s unwillingness to engage in meaningful discussion. He argued that councillors could not be expected to surrender their parliamentary prerogatives, insisting that continuing the debate under such circumstances risked creating a complete deadlock.
Nevertheless, Brezzo emphasised that the Council’s objective remained a positive vote on the supplementary budget, rather than abstention. Both sides are now seeking to ease tensions, with a private meeting expected between the two leaders before Monday’s resumed session.
Separately, the Government introduced urgent legislation aimed at protecting Monaco-Ville from property speculation and redevelopment, including tighter planning controls and new powers of pre-emption.
