Monaco has appointed Ludmilla Raconnat Le Goff as Delegate for Attractiveness, a newly defined role aimed at strengthening the Principality’s international appeal and competitiveness. The appointment was confirmed by Sovereign Ordinance published in the Journal de Monaco on Friday, August 29.
Reporting directly to the Minister of State, Raconnat Le Goff will also serve as Secretary General of the Strategic Council for Attractiveness (CSA). Her mission will be to coordinate and accelerate initiatives that make Monaco an ever more attractive place to invest, live and do business.
Among her priorities will be drafting a strategic roadmap for 2025–2026 focused on governance, coordination and selectivity; enhancing collaboration between public and private stakeholders; creating a unified editorial strategy across partners; developing bespoke support measures; and revitalising the CSA to better promote the Principality’s strengths.
A graduate of Kedge Business School in Economics and International Business, Raconnat Le Goff has spent most of her career in the service of the Monegasque state. Since 2021, she has served as Director General of the Department of Social Affairs and Health, where she oversaw key reforms in pensions, teleworking, and the creation of the Caisse Monégasque de Retraite Complémentaire (CMRC). She also led the launch of a cross-border day care centre for child psychiatry and coordinated Monaco’s COVID-19 testing, vaccination and monitoring programmes.
Her previous roles include Technical Advisor and later Secretary General within the same department, as well as Deputy Director at the Monaco Economic Board from 2007 to 2009, where she contributed to international economic missions and promotional initiatives for the Principality.
