A delegation from the European Commission against Racism and Intolerance (ECRI) visited Monaco from 23 to 26 June 2025 as part of its ongoing mission to promote equality and combat discrimination across Europe.

Established in 1993, ECRI operates independently under the Council of Europe, conducting regular visits to all member states every five years. Following these assessments, the Commission provides recommendations to national governments on how to address the challenges identified.

This marks the fifth time ECRI has carried out a review in the Principality since Monaco became a member of the Council of Europe in 2004. The current evaluation cycle focuses on preventing and tackling hate speech and hate crimes, while also promoting equal treatment and inclusion within education and healthcare systems.

During their visit, ECRI representatives held meetings with Monaco’s authorities, including the Department of Social Affairs and Health, the Department of the Interior, various administrative departments, the Judicial Services Directorate, and the Department of Legal Affairs.

The delegation also carried out site visits, including to Charles III Secondary School and the Princess Grace Hospital, providing an opportunity to assess efforts on the ground. In addition to official meetings, they engaged with Monaco’s institutions, independent bodies, and representatives from civil society to gain a broad perspective on the country’s approach to combating intolerance and fostering inclusivity.
