The debates centred on critical issues such as the new Fontvieille shopping centre, the “Symbiose” waste treatment project, and the housing and mobility challenges in the Principality.

Minister of State Didier Guillaume, who has recently taken office, emphasized the government’s optimism and progress in several areas. In response, National Council President Thomas Brezzo highlighted the “constructive and clear” communication between the two institutions, while stressing that the government must deliver on its promises to maintain trust.

Despite some progress, there was disagreement among council members, particularly regarding transparency in government projects. The “Brasca” issue, involving a €1.2 billion underground express link between Èze and Monaco, sparked heated debate. Some council members expressed frustration that the project’s call for applications was announced in the Journal de Monaco without prior consultation with the National Council.

While the budget was ultimately passed, with 12 votes in favour, 6 against, and 3 abstentions, concerns remain. Council members warned that trust between the National Council and the government is fragile and must be reinforced by action, particularly with the next budget debates approaching in December.
