The family of a Monegasque woman who survived 34 stab wounds has appealed directly to His Serene Highness Prince Albert II, seeking measures to prevent her attacker from returning to live in Monaco after his eventual release from prison…
As reported by Monaco-Matin, Jean-Charles Mulini was sentenced to 19 years’ imprisonment in May 2026 after being convicted of the attempted murder of his former partner in 2022. The victim, identified under the pseudonym Fanny, is now 28.
Although Mulini was also prohibited from contacting her for ten years following his release, her family argues that Monaco’s small size makes an accidental encounter difficult to rule out. They wrote to Prince Albert on September 22 requesting that Mulini, who also holds Colombian nationality, either lose his Monegasque citizenship or be prevented from returning to the Principality.
However, both possibilities face significant legal obstacles. Withdrawal of Monegasque nationality under existing legislation applies in specific circumstances involving nationality acquired through naturalisation, whilst Mulini obtained his through adoption. Banishment, meanwhile, was abolished from Monegasque law in 2019.
The family is therefore calling for the law to be changed if necessary, arguing that the issue extends beyond their daughter to the future protection of other victims of serious violence in Monaco.
