Monaco will welcome the Permanent Representatives of all 46 member states of the Council of Europe on September 2, 2026, hosting the 1567th meeting of the Ministers’ Deputies as part of the Principality’s presidency of the organisation’s Committee of Ministers.
The Committee of Ministers serves as the Council of Europe’s central decision-making body, convening at ministerial level once a year and, at ambassadorial level, weekly at the organisation’s headquarters in Strasbourg. This particular session, marking the Committee’s return to work following the summer break, will be held exceptionally at the Oceanographic Museum of Monaco rather than in Strasbourg. It will be opened by Isabelle Berro-Amadeï, Government Counsellor and Minister of External Relations and Cooperation, who currently chairs the Committee of Ministers, and presided over by Ambassador Gabriel Revel, Monaco’s Permanent Representative to the Council of Europe.
The gathering is expected to stand as one of the defining moments of Monaco’s presidency, reflecting the Principality’s ongoing commitment to multilateral dialogue and to strengthening the broader system of human rights protection across Europe. At Monaco’s initiative, the session will also include a thematic debate on the environmental crisis viewed through the lens of human rights, featuring contributions from experts including Dr Céline Dubreuil-Degortes of the Oceanographic Institute’s Ocean Policy Directorate, who will present scientific findings, legal challenges and policy perspectives to help inform discussion among member states.
Speaking ahead of the meeting, Ambassador Revel explained that Council of Europe delegations generally welcome it when a state holding the Committee of Ministers presidency hosts a session of the Ministers’ Deputies on its own territory during its term, making Monaco’s decision to host this 1567th meeting a natural one. He noted that the initiative allows the Principality to highlight its commitment to the Council of Europe, while giving visiting ambassadors the opportunity to experience Monaco’s heritage, history and unique character firsthand.
Asked about the choice to dedicate a thematic debate to the environmental crisis, Revel pointed to Monaco’s long-standing commitment to environmental protection, the fight against climate change and efforts to halt biodiversity loss, priorities he said Prince Albert II has placed at the heart of the Principality’s international engagement, including its active contribution to multilateral initiatives promoting more sustainable development. He also linked the theme directly to commitments made at the Council of Europe’s 4th Summit of Heads of State and Government, held in Reykjavík in 2023, which recognised the urgent need to strengthen the organisation’s response to the environmental crisis and its wide-ranging impact on the effective exercise of fundamental rights.

Selon lui, un investisseur s’est engagé financièrement, mais n’a pas été pas intégré aux discussions, désormais achevées, menées devant le conciliateur.
« Depuis 14 heures, nous sommes devant l’écran et personne ne veut nous intégrer à cette discussion, nous n’avons pas reçu de lien vidéo de la part de l’avocat du club (Maître Xavier Le Cerf-Galle, ndlr) », affirme-t-il alors que les échanges viennent de s’achever ce mardi après-midi. Erisoglu assure avoir été sollicité il y a 10 jours seulement pour tenter de trouver une solution à la situation du club. « Dimanche dernier, ça fait dix jours qu’on est venu me chercher. Il faut trouver une solution. Tu as 30 ans, tu as travaillé comme un fou et ton nom parle pour toi. On sait quel genre d’entrepreneur tu es. On veut que tu sois le président du basket », rapporte-t-il à propos de son arrivée dans le dossier.
« L’option Ronaldinho via Clayton Sports n’est plus d’actualité » L’intéressé assure avoir depuis multiplié les démarches pour réunir les garanties demandées. « Pour la Principauté, on ne peut pas avoir bougé comme ça et avoir fait 20 heures de téléphone par jour pour rien depuis 10 jours », lâche-t-il, en référence au travail effectué ces derniers jours. Il évoque notamment la signature de plusieurs accords de confidentialité. Selon le principal concerné, une LOI, une lettre d’intention, aurait également été préparée entre le club et les investisseurs. Et a été signée. Mais sans en arriver à la conclusion finale. Il évoque au total « deux NDA (accords de non divulgation) et deux LOI (lettres d’intention) », tout en soulignant la difficulté de convaincre des investisseurs et des dirigeants de s’engager dans un délai aussi court : « C’est dur et nous avions réussi. On se souvient que le président de la LNB (Ligue nationale de basket) a dit qu’il voulait la ceinture et les bretelles. » Avant d’évoquer la solution trouvée : « L’option Ronaldinho via Clayton Sports n’est plus d’actualité, car il nous fallait une garantie bancaire de 10 millions d’euros. Vendredi, on a donc fait un plan B. On a ramené un gros investisseur, résident monégasque et qui a fait fortune dans l’industrie.. Et très sérieux. Avec une garantie bancaire de 10 millions. Et 1,2 million qu’on peut mettre dès aujourd’hui ou demain sur les comptes », affirme l’ancien président de l’équipe de foot de Cholet. L’objectif est de construire un projet durable autour de l’AS Monaco Basket. Reste à savoir la suite qui sera donnée à ce dossier.
