As published in this week Journal de Monaco, Sovereign Ordinance No. 12.143, the Interministerial Delegation for Digital Affairs will report directly to the Minister of State and will be responsible for designing, implementing and monitoring Monaco’s digital policy.
The new structure brings together three specialist directorates covering the development of digital services, IT systems and infrastructure, and trusted digital services. Its responsibilities range from digital identity and public online services to data governance, technological monitoring and the State’s consolidated digital budget.
Security and resilience are also central to the reform. The infrastructure directorate will be responsible for maintaining the State’s information systems securely, ensuring continuity and disaster recovery, managing access and protecting the operational confidentiality of data.
The changes arrive as governments worldwide grapple with the rapid development of artificial intelligence. A recent Monaco Info report highlighted the international debate over AI regulation, human oversight, data centres and the potential consequences of increasingly autonomous systems.
Although the new ordinance does not establish a specific AI regulator, its mandate to anticipate technological developments and monitor changing digital regulation gives the new delegation a potentially important role as technologies such as AI become increasingly embedded in public services.
