Two ministerial decrees adopted at the end of last week place clear limits on fireworks and strengthen security obligations for nightlife venues during the busiest night of the year.

The first decree imposes a blanket ban on the transfer, possession, transport and use of fireworks and pyrotechnic devices throughout Monaco from midday on December 31, 2025, until midday on January 11, 2026. The decision reflects concerns over public safety, fire risks, noise pollution and the danger of panic caused by unexplained detonations in crowded areas. Only pyrotechnic displays expressly authorised by ministerial decree will be permitted during this period, ensuring that any fireworks seen in the Principality are professionally managed and tightly controlled.

A second decree focuses on New Year’s Eve itself, placing added responsibility on bars, restaurants and leisure establishments. From 6:00 pm on December 31 until 8:00 am on January 1, operators must implement reinforced access controls and filtering measures. These may include checks of personal belongings to prevent the entry of individuals or items likely to pose a threat to public order or safety. Any breaches of these rules will be subject to prosecution.

Together, the measures underline Monaco’s zero-tolerance approach to disorder during major public celebrations. By combining prevention, crowd management and clear rules for businesses and individuals alike, the government aims to ensure that residents and visitors can welcome 2026 in a secure and peaceful environment.
