From Thursday, December 18, Monaco residents aged 18 and over can apply for their administrative residency certificate online — and pay for it directly through MonGuichet.mc. The Government says the move will make the process quicker, cleaner, and far less of a bureaucratic slog.
The biggest change? No more hunting down a tax stamp for online applications. Payment is now built into the platform, processed instantly and securely.
A transition period is in place as the Principality switches formats. Paper and digital certificates will coexist for a while: online documents will appear without a physical tax stamp, while paper certificates will still come with one stuck on the front, just as before. Both versions are fully recognised and carry the same legal weight.
Officials say the upgrade benefits everyone: residents get a faster, simpler procedure without the need to buy a stamp in person, and organisations receiving the certificates can rest easy knowing the digital format is entirely valid.
The project is the result of joint work between the Public Security Directorate and the Digital Services Department, part of Monaco’s ongoing push to modernise public administration.
For the hardy traditionalists who enjoy a queue, the paper process remains available at the Residents’ Section counter — though it still requires the purchase of a tax stamp ahead of time.
