Monaco has formally signed up to a new international convention aimed at addressing the financial toll of Russia’s war in Ukraine.
On Tuesday, December 16 in The Hague, His Excellency Gabriel Revel, Monaco’s Ambassador and Permanent Representative to the Council of Europe, signed the Convention establishing the International Commission on Ukraine Claims at a diplomatic conference co-hosted by the Council of Europe and the Kingdom of the Netherlands.
The treaty, now backed by 34 states and the European Union, sets up a dedicated body to assess and process compensation claims arising from damage caused by the Russian Federation’s ongoing aggression against Ukraine. The initiative builds on the Ukraine Damage Registry, launched in 2023 and to which Monaco is already a contributing member.
By adding its signature, the Principality has underlined its support for international accountability, respect for the rule of law, and the development of multilateral mechanisms to ensure that claims are examined within a clear legal framework.
