Monte Carlo’s Société des Bains de Mer (SBM) has announced that from the end of July 2025, filming or photographing guests in Monaco’s hotels and casinos without their consent will be explicitly prohibited by law.

Signs already displayed outside the iconic establishments warn visitors: “Please do not film or photograph hotels and casinos guests. Any offender is subject to sanctions.” The notice also cites Monaco’s Penal Code, which makes the unauthorised recording or dissemination of images of individuals punishable under articles 308-2, 308-3, and 308-4.

The forthcoming legislation strengthens existing privacy protections, reflecting Monaco’s longstanding reputation as a haven for discretion. Known for attracting celebrities, high-profile business figures, and international jet-setters, the Principality is taking steps to ensure that its visitors’ private lives remain just that—private.

Offenders who breach the new rules risk facing legal sanctions, including fines and potential criminal charges. The move is expected to be welcomed by Monaco’s elite clientele, who often choose the city-state precisely for its commitment to confidentiality.
