The law, passed unanimously by the Conseil National, establishes a modern legal framework for palliative care, anchoring Monaco’s values in the face of global debate over life-ending decisions.

This new legislation ensures that every individual has the right to access palliative care and formally recognizes the role of end-of-life declarations. Patients will be able to set out their wishes within a clearly defined legal structure, strengthening trust between patients and medical professionals—an essential component of responsible and ethical care.

Crucially, the law also acknowledges the vital role that volunteers and associations play in supporting individuals during their final days. By doing so, Monaco sets a compassionate and pragmatic example for others to follow.

Christophe Robino, Minister of Health and Social Affairs, described the reform as “a true pact of humanity,” underlining that supporting someone at the end of life is both a civic and human duty. The Government thanked the health professionals, associations, and volunteers who bring this care to life every day.

This thoughtful, balanced legislation marks a significant evolution in Monaco’s public health policy and legal landscape, placing dignity at the heart of the final chapter.
