Monaco took part in the 31st Ministerial Council of the Organization for Security and Co-operation in Europe (OSCE), held in Malta on December 5 and 6, 2024…

Representing the Principality, Isabelle Berro-Amadeï, Government Counsellor-Minister of External Relations and Cooperation, was accompanied by S.E. Lorenzo Ravano, Monaco’s Permanent Representative to the OSCE, and Jean-Laurent Imbert, Deputy Permanent Representative.

Themed “Strengthening Resilience, Enhancing Security,” the event brought together over 40 foreign ministers and was dominated by discussions on the ongoing war in Ukraine. In her speech, Berro-Amadeï condemned the daily violations of international law and fundamental freedoms in Ukraine, reaffirming Monaco’s support for vulnerable populations through funding for multilateral projects. She also emphasized the strategic importance of stability in the Mediterranean region amid heightened concerns over the situation in the Middle East.

Berro-Amadeï praised the Maltese presidency for facilitating agreements on the appointments of four key OSCE leadership positions: Feridun H. Sinirlioğlu (Turkey) as Secretary-General, Maria Telalian (Greece) as Director of the Office for Democratic Institutions and Human Rights, Christophe Kamp (Netherlands) as High Commissioner for National Minorities, and Jan Braathu (Norway) as OSCE Representative on Freedom of the Media. These appointments are for a three-year term.

As 2025 marks the 50th anniversary of the Helsinki Final Act, the foundational document of the OSCE, Berro-Amadeï reaffirmed the importance of the organization’s multidimensional approach to security.

On the sidelines of the meeting, the Minister engaged in bilateral discussions with her counterparts from Liechtenstein, Luxembourg, Portugal, and Japan, addressing various topics of mutual interest. The meeting underscored Monaco’s continued commitment to global stability and cooperative dialogue.
