This update aligns the institution more closely with international human rights standards, enhancing its ability to act independently and broadening its areas of competence.
Created in 2013, the Commission serves as an independent entity dedicated to defending citizens’ rights and mediating disputes. Ceyssac, appointed High Commissioner in 2022, emphasized the importance of these changes to meet United Nations criteria for national human rights institutions. The revisions empower the Commission to take on issues proactively through self-referral, allowing it to address general concerns while maintaining focus on relevant cases, especially those involving minors. This expansion is aimed at increasing support for vulnerable populations and ensuring children know they have recourse and proper guidance.
The Commission’s approach prioritizes maintaining close contact with Monaco’s citizens and fostering cooperation with other institutions and services. The organization has maintained a positive impact over the years, having been involved in more than 800 cases, issuing 40 recommendations, and producing 30 legislative opinions. Ceyssac highlighted the spirit of dialogue in Monaco as a unique asset, enabling progress in social matters while respecting local customs. Moving forward, the Commission aims to further promote its expanded role, address referrals effectively, strengthen international collaborations, and continue advancing human rights within the Principality.
