A delegation from the United Nations Office for Outer Space Affairs (UNOOSA) visited Monaco from Wednesday, September 4 to Friday, September 6, 2024, as part of its ‘Space Law for New Space Actors’ project. The visit was organised at the request of Monaco’s Bureau of Space Affairs to assist in drafting a national space activities law and to deepen Monaco’s understanding of its responsibilities under international space law.
The delegation, composed of international experts from academic, political, and technical fields, met with Monaco’s government officials to discuss space law, focusing on issues relevant to the principality’s unique context. This three-day technical assistance mission took place at the Interministerial Delegation for Digital Transition, aligning with Monaco’s plans to adhere to major international treaties on outer space.
The experts were welcomed by Frédéric Genta, Interministerial Delegate for Attractiveness and Digital Transition, and Isabelle Rosabrunetto, Director General of the Department of External Relations and Cooperation. On September 4, Aarti Holla-Maini, Director of UNOOSA, was received by Isabelle Berro-Amadeï, Minister of Foreign Affairs and Cooperation, and Ambassador Lorenzo Ravano, Monaco’s representative to the UN Office in Vienna. During the meeting, the importance of a clear legal framework aligned with international law for the prosperity of a national space sector was emphasised.
As space becomes accessible to an increasing number of public and private actors, Monaco aims to establish national legislation to regulate private space activities conducted within its territory and ensure the legal security of the state in compliance with international rules.
