It may be high summer and holiday time but nobody is feeling the heat more than Minister of State Pierre Dartout.

On Monday the National Council issued a strong rebuke to the head of the Prince’s Government. At issue is Mr Dartout’s assertion that an Agreement with the European Union is “necessary.”

Not only was this assertion surprising because it made Monaco look weak in ongoing negotiations but also because of the results of the Government’s own Impact Study that suggested that the benefits of an Agreement were far from clear.

The National Council will have the final say, and at the present time there seems to be little enthusiasm for signing an Agreement with the European Union. The elected body is adamant that the National Priority for Monegasques is maintained and that the authorisation process for new residents and new businesses stays in place.
