Isabelle Berro-Amadeï, Minister for Relations External Relations and Cooperation, received four new ambassadors – from Estonia, Peru, Jamaica and Cuba – during a lunch held at the Hôtel Hermitage on Tuesday, May 9.

Holder of a master’s degree in comparative and European law from the University of Maastricht as well as an Executive Master in European International Relations & Management from the University of Amsterdam, HE Mr Lembit Uibo joined the Estonian Ministry of Foreign Affairs in 1999, first at the EU Law Division and then as Director in the Litigation Division of the CJEU. From 2010 in 2014, he was Ambassador of Estonia to the Czech Republic before being appointed to Belgium in 2017.

HE Mr Rolando Javier Ruiz-Rosas Cateriano obtained a degree in social sciences specialised in History from the National University of San Marcos, then a master’s degree in diplomacy and international relations in the Migrations of Peruvian communities abroad before starting his career with the Ministry of Foreign Affairs in 1992. Based in New York and Rio de Janeiro, he was then appointed chief of staff to the Vice-Minister of Foreign Affairs and then Director of Organisations and Multilateral Policy of the General Directorate for multilateral and global business.

Holder of a master’s degree in international law and economics from the University of Bern and a bachelor’s in Arts, History and International Relations from Kingston University (Jamaica), HE Ms Symone Marie Betton-Nayo has worked for more than 25 years in the Foreign Service at the Ministry of Foreign Affairs and Foreign Trade of Jamaica.

A graduate in International Political Relations from the Higher Institute of International Relations Raúl Roa García then at the National Defence College (CODEN), HE Mr Otto Vaillant Frias was successively Deputy Consul at the Consulate General of Cuba in Chile, Consul General of Cuba in Paris and, from 2010 to 2014, Ambassador of Cuba to Egypt, Palestine and Sudan. From 2019 to 2021, he was Managing Director of the Services Team of Translators and Interpreters attached to the Ministry of Foreign Affairs.
