Isabelle Berro-Amadeï addressed the high-level segment of the 61st session of the United Nations Human Rights Council on February 23, 2026, delivering a video statement from Geneva in which she warned of growing threats to the global rules-based order.
Speaking in her role as Monaco’s Minister of Foreign Affairs and Cooperation, she cautioned that international law is being undermined, multilateral cooperation weakened, and power politics increasingly normalized between states. She said these trends risk destabilizing the international system and eroding protections designed to safeguard civilians.
She referenced ongoing crises in Gaza, Ukraine, Syria, Iran and Sudan, stressing that civilian populations consistently pay the highest price when force replaces legal frameworks. She called on nations to renew their commitment to international norms and accountability.
Berro-Amadeï also highlighted the central role of the council and urged stronger support for the Office of the High Commissioner for Human Rights, announcing that Monaco will increase its voluntary financial contribution to the agency.
Concluding her remarks, she reaffirmed the principality’s commitment to multilateralism, stating that while force may conquer, only law can build lasting peace.
The Human Rights Council, a subsidiary body of the United Nations General Assembly, is the organization’s main forum dedicated to promoting and protecting human rights worldwide. Its 61st session runs from February 23 to March 31.
