At the heart of this initiative is the newly created Attractiveness Department, directed by Ludmilla Raconnat Le Goff. Reporting directly to the Minister of State and serving as Secretary General of the Strategic Council for Attractiveness (CSA), she is tasked with coordinating and accelerating projects that make Monaco an ever more attractive place to invest, live and do business.
The roadmap for 2025–2026 is built on three pillars: governance, coordination and selectivity. Governance will provide a single framework for all public and private initiatives that contribute to Monaco’s reputation. Coordination will unify actors who previously worked in silos, creating a shared editorial and communications strategy across institutions, associations and businesses. Selectivity will ensure that the Principality focuses its efforts on sectors and projects most aligned with its long-term economic and social model.
Practical measures include revitalising the CSA as a platform for dialogue and decision-making, developing bespoke support for companies and investors, and mapping out administrative or regulatory bottlenecks that may hinder Monaco’s attractiveness. Raconnat Le Goff has already begun meeting stakeholders across the Principality to gather their feedback and build the partnerships necessary to deliver on the plan.
This approach marks a shift from ad-hoc promotional initiatives to a structured, measurable strategy with clear objectives and evaluation tools. By bringing together public services such as tourism, communication and economic development with the Monaco Economic Board, financial associations and resident groups, the Attractiveness Department aims to speak with one voice and provide consistent, high-quality support.
With this roadmap, Monaco seeks not only to preserve its natural allure but also to reinforce its position as a model of stability, innovation and quality of life on the international stage, ensuring that its attractiveness evolves coherently and sustainably in the years ahead.
