The President of Monaco’s National Council, Thomas Brezzo, welcomed his Andorran counterpart as part of an ongoing effort to strengthen ties between the parliaments of Europe’s small states. The visit included working meetings and discussions on how these nations can coordinate their efforts to ensure their voices are heard in larger international institutions.

The collaboration between Monaco and Andorra is rooted in the 2006 creation of the Conference of Presidents of Parliaments of Small European States, initiated by Monaco. More recently, in late 2023, Brezzo and fellow councillor Fabrice Notari signed a partnership agreement with Andorra’s parliament, underscoring the importance of shared objectives and solidarity between small states.

As Brezzo explained, while Monaco alone holds only two votes at the Council of Europe compared to France’s eighteen, collectively the nine small European states can hold greater influence when united.

The two leaders emphasized their common goals on critical geopolitical issues, especially those affecting small nations with limited populations and international weight. Upcoming milestones in their joint agenda include the 6th World Conference of Speakers of Parliament in Geneva and the 18th Conference of Presidents of Parliaments of Small European States, to be held in Cyprus this September.

A key outcome of the Cyprus meeting will be the signing of a memorandum aimed at reinforcing the collective strength and coordination of these nations on the world stage.
