The announcement aims to better reflect the practical realities faced by residents. The goal is to adapt the system to provide more favourable support across different housing needs in the private sector.

Key changes include adjustments to the calculation of assistance, ensuring that it remains beneficial for specific groups. For example, full assistance will now be maintained for surviving spouses over 65 if an extra room was previously granted for health reasons. Additionally, the new guidelines allow for the deduction of maintenance obligations from household income calculations and exclude student children’s earnings from the family’s income assessment, up to a defined limit.

These enhancements follow financial incentives introduced in September 2023, encouraging households without dependents to release larger apartments (four or five rooms) for other families, through exchange and allocation programs.

Furthermore, from January 1, 2025, the reference rental rates will be revised as follows: studios at €2,720, two-room apartments at €5,310, three-room apartments at €8,850, four-room apartments at €13,490, and five-room or larger apartments at €16,850.

These updates, designed to enhance housing support and affordability, were officially published in the Journal de Monaco on October 18, 2024. They reflect the government’s ongoing commitment to adapt housing policies and provide fair assistance, ensuring the system remains responsive to residents’ needs.
